Reed's record in the comics covers portals to other dimensions, cosmic engineering and mathematics on a scale that has no real equivalent in fiction. He is written as the person other geniuses go to when they are stuck, and the evidence supports the number. Tony's record is impressive but narrower: extraordinary engineering, mostly applied to one class of problem.
Tony is the better judge of people and situations. He improvises under pressure, with a suit and a workshop around him, and his first great feat is doing it in a cave with scrap. Reed is repeatedly wrong about people, including the ones closest to him, and that error rate is part of why his number is not higher.
So the answer depends on the question. For a problem that needs someone to invent a new branch of physics, Reed. For a crisis that needs someone to build something that works by morning, Tony.
