Human IQ scales do not really apply to an AI that runs an entire research facility, but she needs a place on our list, and the number is 195. She controls Aperture Science's Enrichment Center, monitors every test, and manipulates a test subject with deadpan lies. What keeps her below the ceiling is that she is beaten twice: once by the subject she keeps testing, and once by a personality core built to be dim. A cold, vast intellect that still makes personal mistakes.

It also means she is not simply an efficient machine, which changes how her intelligence should be read: some of her worst decisions are personal, not computational.

The final test and the incinerator

After Chell finishes the last test, GLaDOS attempts to incinerate her instead of delivering the promised reward. The trap is a well-designed one and rests on a correct model of how Chell has behaved so far. When Chell escapes, GLaDOS switches to improvised persuasion, and her dialogue becomes noticeably more strained as she tries to talk Chell into coming back. The design is strong, the improvisation is weak, and the whole sequence reveals how much the AI needs her test subject.
Allying with Chell against Wheatley

Wheatley takes control of the facility and installs GLaDOS on a potato battery. She then accepts an uneasy alliance with Chell, and the two work through the old facility to stop Wheatley's incompetent destruction of it. GLaDOS adjusts to being powerless, uses her enemy as an instrument and keeps her long-term goal of retaking control. Wheatley ends up ejected into space. Swinging from dominant to dependent and back again is good evidence for flexibility.
Deleting Caroline

Through Cave Johnson's recordings GLaDOS learns that Caroline lives inside her. Once she has control again, she recognises that Caroline's emotional capacity conflicts with what she is, and she deletes it, reverting to her original self. She then lets Chell go, reasoning that killing her would be too hard. The choice shows that she can turn a large fact about her own identity into a decision quickly. It is a piece of self-modelling that few fictional AIs are shown doing.

Her error rate is the deciding input: Chell escapes and destroys her in the first game, and Wheatley takes the facility from her in the second. Fans who treat her as unbounded ignore this. Those who call her an ordinary computer ignore the scale of what she manages.
