His biggest screen achievement, the merged Smart Hulk, is a real piece of self-experiment. Against that, he helps make Ultron.

1. Designing the gamma bomb

   Marvel comics, the origin of the Hulk

   In the comics, Banner is a nuclear physicist with a doctorate from Caltech who designs the gamma bomb whose test creates the Hulk. Whatever the accident did to him, the design itself is serious weapons science of the kind few people alive could produce. The comics also credit him with expertise in biology, chemistry and engineering. It is a strong claim of ability, but it is a claim about the past, so we weigh it as moderate.

2. Tracking the Tesseract by its gamma trace

   The Avengers (2012)

   S.H.I.E.L.D. recruits Banner because of his gamma-radiation expertise, to help locate the Tesseract. Nobody else on the team can do this part of the job, and the film treats the cube's location as a question only he can answer. It is a moderate feat, because the scene mostly asserts his skill instead of showing him build the tool. Still, no one in the story questions that the world's leading gamma specialist is the person to ask.

3. Explaining time travel to the Ancient One

   Avengers: Endgame (2019)

   During the time heist, Banner meets the Ancient One in 2012 New York and argues for borrowing the Time Stone. He understands the rules of the plan well enough to explain them to someone who guards the concept for a living, and she lends him the stone on his word. Later he is the one who wields the gauntlet to reverse the Blip. It is not a flashy deduction, but he holds his own against one of the setting's deepest experts on time.

4. Merging the two halves

   Avengers: Endgame (2019)

   By Endgame Banner has become Smart Hulk, a merged form that keeps his intellect in the larger body, and the film presents it as the result of his own gamma experimentation. An experiment on his own biology, with no reference material and a lot of risk, is the best evidence in the MCU that he can solve problems nobody else has tried. The weakness is that the how is only told, in a single line of dialogue, and never shown.

5. Bannertech and a villain's ranking

   Marvel comics, including Dark Reign: The List - Hulk #1 (2009)

   Later comics show Banner building his own line of devices, including teleporters and force fields able to withstand Hulk-level attacks, often called Bannertech. In Dark Reign: The List - Hulk, Norman Osborn ranks him the fourth smartest person on Earth, without naming the three ahead. That is a villain's opinion, so it is minor weight. It does suggest the comics see him as more of an inventor than the films do.

It is Banner's biggest lapse: two of the smartest people in the story built a threat because they were sure they could control it. He is not solely at fault, but it is a large failure for an expert.

In Infinity War he cannot summon the Hulk after Thanos's attack and ends up fighting in Stark's Hulkbuster armour. In Thor: Ragnarok he jokes that none of his doctorates cover alien spaceships. His value is real, but the films seldom show him inventing under pressure.

The MCU rarely shows him at a whiteboard. It shows results: he is recruited to find the Tesseract by its gamma trace, he argues time-travel rules with the Ancient One, and he ends up as Smart Hulk. That scores high for knowledge and adaptability, moderate for invention, and takes a real dent on error rate because of Ultron. The popular claim that he matches Stark ignores that Stark's inventions are on screen while Banner's are mostly reported. The comics give a stronger case for a higher number.

Screen-only viewers see Stark building suits while Banner supports. We treat it as a difference in evidence and not in intellect: the comics give Banner a higher ceiling, but the MCU gives us less to measure, so the estimate sits a notch under the top.
